Steam Plant in Mariemont
Thanks to peeps on Facebook (link to FB provided), I learned this is a former coal fired steam plant. It provided steam for certain buildings in the village of Mariemont. The building stood next to the PRR entrance to Clare Yard, about a mile east of the PRR-N&W diamonds at Clare.

At the time of this picture, it appears the building is nearings its final days. Housing is crept to within yards, and construction equipment apprears ready to bring the building down. [d lamb update, 2017-10-08] Can confirm the structure is gone as of this date.
